We saw more in coca leaf
So we built a way forward
What we discovered changed the direction of the company.
Harbour's story began in Canada, where our founders had previously worked within the country's newly regulated cannabis industry.
When Canada began exploring new approaches to the overdose crisis, we set out to understand whether our experience navigating complex regulated markets could help create safer, legitimate supply alternatives.
That search led us to Peru and to coca leaf.
Coca had become almost inseparable from cocaine in the public imagination. But the plant itself had thousands of years of traditional use, a much broader story and potential that remained largely inaccessible to modern markets.
Instead of walking away from that complexity, we decided to understand it. Harbour was built to create a legitimate path forward.
What we believe
One compound should not define an entire plant.
For generations, coca leaf has been understood primarily through the lens of cocaine.
We believe inherited assumptions should be challenged when new evidence reveals new possibilities.
But challenging the status quo doesn't mean ignoring the rules. It means doing the work required to prove that another path is possible.
Reclaiming
the Coca Leaf
The ingredient that Coca Cola® used to build the most successful beverage brand in the world: coca leaf, is now fully vetted for regulatory compliance.
Designed to meet the needs of today’s health-focused consumers, it leverages the benefits of coca leaf in formats built for the modern world.
We don't simply want to participate in a coca leaf market. We're helping build the conditions for one to exist.
First DEA

in over a century
In July 2024, for the first time in over a century, The DEA issued an import permit that allowed Harbour, with its partners, to import raw coca leaf into the US.
International trade
agreement with
35,000+
Coca leaf farmers
Through our long-term supply agreement with ENACO, Harbour supports a legal network of registered coca leaf farmers across Peru
Signed 2 MOU’s

These agreements establish a commercial pathway into Latin America and the Caribbean, giving Harbour a foundation for regional distribution as production and market rollout scale.
How we do it
From access to market
Bringing a historically restricted botanical into modern markets requires more than a single breakthrough. Harbour brings together the capabilities required across the entire journey.
Source
Building direct relationships with legitimate coca leaf supply at its origin.
Navigate
Working through complex regulatory environments to establish compliant pathways into new markets.
Develop
Transforming coca leaf potential into functional ingredients, formulations and consumer applications.
Study
Advancing research and scientific understanding to turn assumptions into evidence.
Commercialize
Building the partnerships, products and channels required to bring those applications to market.
Turning restricted potential into real-world possibility.
Coca Bump is the first consumer product built through Harbour’s platform — bringing together legitimate coca leaf access, science, formulation, regulatory expertise and commercialization in one real-world application.
Designed for modern knowledge workers, Coca Bump transforms the potential of coca leaf into a functional energy drink built around a simple, everyday need: sustained energy and focus throughout the workday.
But more importantly, it proves what Harbour was built to do.
Coca Bump is our first application. It won’t be our last.
A future where coca is recognized for everything it is, not only for what has been extracted from it
Building something new means showing the work.
Creating a new market comes with complexity, uncertainty and challenges. We believe trust is built by making that journey visible, not only celebrating milestones, but being transparent about what it takes to reach them.
As Harbour grows, we intend to share our progress, learnings and challenges with the investors, partners and communities helping us build what comes next.
Built by people who know how to navigate complexity.
Harbour brings together experience across regulated industries, finance, international trade, consumer products, growth and brand building.
